The Vulture is seen as a villain for breaking the rules but the truth is, he stepped in where powerful systems failed the very people that built them. When those in power chose profit and control over workers and families, he acted to reclaim what was taken and protect his own. Survival was framed as criminal, resistance as evil, so becoming the enemy was the only way left to expose who was truly causing harm.
